The Godfather Wii Edition and Scarface were pretty good.

Scarface was amazing.  The only problem with the game is the world design.  Miami and each of the islands had almost no turn off roads so you were usually driving along a single main road in a circle around the area you're at.  So more than anything is the lack of shortcuts you could take when being pursued by gangs and such.  Despite the limited world map, though, this is my favorite open world game because the mission structure is excellent.  The aiming system in this game has a fluid manual aim system as well as the auto aim system Rockstar has lifted(stole) from this game and used on every single one of their current gen titles.  In Scarface it's better due to the balls meter which fills up depending on where you shoot the enemies, even more when you don't use auto aim, and you can taunt immediately after shooting or killing someone to also fill up your balls meter.  The mission structure in the game was so good though because there are a ton of well designed areas that they put a lot of effort into, a lot being indoor areas that you can enter seamlessly from the world map and possibly the reason why the world map in Miami and the islands aren't that big.  If you're a fan of Scarface, you can see that the developers went through painstaking detail replicating just about every area exactly how it was in the movie.  They added their own touches and everything, like parts in the Babylon Club we didn't see in the movie, but if you were to compare famous scenes in the movie with a location that's in the game, it'd be hard to find a fault.         

This was on PS2/Xbox and then later ported to the Wii unlike Test Drive Unlimited which was released on the PC and 360 first then the PS2 and PSP a few months later so I wouldn't consider it current gen. 

It was a very sad day for me when Scarface 2 was confirmed and cancelled at the same time.  This game was so amazing, I would have loved to get a sequel.

I forgot to add Far cry 3 as best sandbox game. How did I forgot this? I enjoyed this game a lot.
