I posted that into GAF.
Here in Brasil when I bought my PS3 we didn't have PSN Store... so I have to create a US account to use the PSN Store... when the Plus was announced my country didn't have the service so I need to use my US account to use it.
Brasil didn't have Plus yet... so it is a country without online multiplyer support for PS4 (you need Plus for that) but I can use my US account to play online multiplayer with my US Plus subsctiption.
That's real life for countries that didn't have PSN Store or PSN+.

Where do they sell these? , never seen any anywhere , guess the store opened very recently, they need to make an "International" store like Google does.

I read it is opened some time ago but in 2009 I saw a video that it didn't work there.
PS. I just know that because I saw a petition about that years ago (in 2010 I guess).
