It was like this for years here in Brazil and it didn't stop anyone from having a US account.

Why don't these countries have access to the store?

If those people wanted to access the store with the PS3, they'd just register their account to a country that does have a store. PS3/PS4 aren't region locked.

Solution is easy create a US account and carry on as normal, just as people in these countries did this gen to buy games

If you're living in one of those countries the least of your problems involve playing online video games.

Region locked has nothing to do with this. The 3DS is region locked but I made my Nintendo Account as I live in Canada, so I guess the same thing applies here. But they need clarification, because if this is true practically every small country is getting screwed.

If you have access to PS+ from any country that has it, then you're fine, JUST LIKE PS3.

I see that Xbox fans nad Sony haters already jumped the gun, huh? You could always do some research before doing that. As already stated, the solution is quite easy, it's a inconvinience, sure, but nothing different than was happening during this gen. Of course it would be better if Sony would sort that out and make their offerings wider for smaller countries.
