The game is ONLY online multiplayers... of course it needs a dedicated server... it will use in PS4 version too after the timed console exclusive.
Nothing new here.

You care about it for a few reasons:
1. Xbox One games will run on the fastest cloud server on the market
2. You will not have lack of server bottlenecks and other issues you get when you have other companies running their own servers
3. You won't have servers shut down for Fifa 2014 in 2016 when EA decides they want to save money
My Problem with the cloud is, that the more it outsourced to cloud computing, the less I will be able to play a game. Because I really doubt that my connection is stable enough/fast enough to highly increase the games potential to warrant the hasle around it.
I have a 8192kbit DL/820kbit UL limitation on my internet and except for cutscenes or on-rails-events I really doubt that cloud computing can effectively increase the gaming expirience. Because as the player I can basically act not according to plan and suddently do something "not expected", which to me means, either they have to have a shitload of possibilities precalculated thus wasting their own calculative power imensely per player, or they have to try to keep the cloud as much up to date as possible with the current situation I am currently in, which then eats away on my bandwidth.
I don't want to compare these situations directly to MMOs, where most of the Data transfared are location/action/effect of action, but not real outsourced events (most of the events get calculated on your own computer, using the server data as additional input). I actually have more faith in directly streaming the data onto my screen than the comunication between device/server to improve my gaming expirience.
That said, I can't even watch 1080p streams reliably with my internet connection. Also, I am not willing to pay more than 20€ a month for internet.

Youre downplaying the importance of this.
This isn't anything new, but the fact free server hosting on a massive cloud infrastructure that Microsoft has is available to devs is new.
Sony can not offer this at this scale. They have to add servers for first party games and 3rd party games are SOL and have to fend for themselves.
Also, there may be single player benefits too. The only reason this is applied to multiplayer thus far is because no console is "always on" unless you're playing multiplayer. Xbox one is always online and similar calculations can be appied to single player. For example, Halo 5 team based and enemy AI for single player can easily use this and be much more advance than before.

MS already said every "offline" sinple-played game will run even without Cloud... when your internet goes down for example.
Lots of potential with the cloud. I am interested in seeing how it affects SP games just as much as how easier it makes the lives of developers in terms of MP games.
Hell, I play games online a ton. I only just now started the SP of Last of Us, been playing nothing but MP. The MP ramifications of the cloud that seem possible on Xbox One is a killer app all on its own. MS's XBL matchmaking servers already annihilate what Sony/3rd parties have to do on PSN. More MS engineering in every online title can only be a positive thing.

Have they already said how it will fare with unstable connections?

Yeah they also said that Forza 5 will have a default AI for computer cars on the disk, but when you're connected to the cloud the AI will calculate your driving style and learn how to pass you during the race.
So you will get a better experience with internet but game will be playable with no internet as well...
