There is a possible market for Dark Souls, that's true, that's the Elder Scrolls market but I highly doubt Dark Souls 1 did solid numbers on the PC, since peolpe -as usual- were moaning about a bad port which is euphemism for "I will give myself permission to get it via piratebay". DmC didn't sell well on any level and Sega are actually bleeding money so they are desperate for any sale. I can't see a substancial market for anything outside a medieval rpg on the PC since apart from the new DmC, the older ones didn't do anything either.

Back to Rising, most games are actually developed on PCs at some early stage and the initiative for the port was Kojima's / Konami's (Kojima announced it and was planing on a PC version back in the early days as you said) Platinum don't own the IP and in fact said on twitter:

"I am excited to see Rising hit the PC. BTW - direct all please direct PC MGR questions to @konami. :)"

Despite all the problems with the port DS sold over 300k digital copies which is pretty good all things considered. DmC may have done poorly all together, but it spent quite some time on the Steam best sellers which shows that there is at least people buying that type of game on PC. As for SEGA they are actually doing much better they only had a small loss in their consumer business last year (~$7m USD) despite the poor reception of Aliens and they are projecting a $38m profit this year primaraly because of Rome 2, Company of Heroes 2 and Football Manager on PC http://www.segasammy.co.jp/english/pdf/release/2013_4q_presen_20130513_final_e.pdf. Just because you are unaware of the PC market doesn't make it unprofitable, plenty of different games sell well outside of medevil RPGs.

All games are developed on PCs, but usually console games are prototyped running on console dev kitts not natively on PCs. Of course the publisher is paying for the port and of course Konami own the MGS IP no one said they didn't. I am not sure what point you are trying to make by repeating that point.
