There is a possible market for Dark Souls, that's true, that's the Elder Scrolls market but I highly doubt Dark Souls 1 did solid numbers on the PC, since peolpe -as usual- were moaning about a bad port which is euphemism for "I will give myself permission to get it via piratebay". DmC didn't sell well on any level and Sega are actually bleeding money so they are desperate for any sale. I can't see a substancial market for anything outside a medieval rpg on the PC since apart from the new DmC, the older ones didn't do anything either.
Back to Rising, most games are actually developed on PCs at some early stage and the initiative for the port was Kojima's / Konami's (Kojima announced it and was planing on a PC version back in the early days as you said) Platinum don't own the IP and in fact said on twitter:
"I am excited to see Rising hit the PC. BTW - direct all please direct PC MGR questions to @konami. :)"
