This ignores some details in my opinion. FF15 will launch during PS4s current "high" period and hardware lifetime sales won´t be too different compared to PS3s when FF13 launched. Console games can still be million sellers in Japan if the IP is/becomes popular enough, proven by a system with even a lower userbase, namely WiiU with Splatoon.
Anyway SQEX is a 3rd party, so platform choice and IP management is really their own responsibilty. Similar to how it was Gamefreaks responsibility and decision to stick mainline entries to handhelds until now to guarantee success. And it was Horiis decision to switch to DS with DQ9 and making DQ11 a multi-project handheld and console game. In my opinion they would have performed better if they just finished the PS3 version of FF15, with a current gen "remaster" on top.

Damn. YSO used to be so accurate, but they've had a really bad track record lately. Severely underestimating some games (looking at you MonHun Stories) and being too optimistic about others. I wonder whats up.

That in turn ignores my point. Splatoon released on a console with lack of any competition for software sales, even Minecraft hadn't been released. Most of the top PS3 games were not released until after FFXIII was released, and not only that PS3 was starving games due to MS aggressive stance in Japan and the rest of the world at the time. MGS IV and FFXIII were huge benefactors to this stance, as they were two games left relatively untouched by MS (MGS exclusive, FFXIII exclusive for 1 year)

If Square Enix only cared about Japan Final Fantasy wouldn't be a home console series anymore. But they don't only care about Japan and Final Fantasy XV could easily be the best selling entry in the west. The franchise is as relevant as ever in the global market. Japan simply didn't follow the rest of the world as far as home console popularity. That's neither Square Enix nor FInal Fantasy's fault. Pokémon has been lucky to be released on hardware that happened to adapt best to the current needs of japanese gamers which is gaming on-the-go.

IP mismanagement is a far more convincing argument to me. I would even argue that overall PS3 had a better Japanese centric lineup at the same point in time, even considering the handful of games that were (time) exclusive on X360, some of them even launched just months prior to FF13 on PS3, like Tales of Vesperia, just to make clear that this X360 exclusive argument is quite weak.
More importantly, SquareEnix voiced intention was to build a JRPG audience by greenlighting more projects on the PS4, which is exactly the opposite of your idea. It would have been even worse if they didn´t launch these JRPGs to build this audience on PS4 beforehand. They even delayed FF15 to a later date than World of Final Fantasy, if they shared your concerns World of Final Fantasy should have been delayed as well. If we apply the same argument to Pokemon, we have seen Dragon Quest Monsters 3J, Shin Megami Tensei 4A, Monster Hunter Stories and most importantly Yokai Watch 3 and the third YW3 version this holiday season, this year alone.

There is nothing that indicates that western sales will pick up the slack caused by Japan, as of right now it looks like that also in the West Final Fantasy 15 could see further decline compared to Final Fantasy 13.

It´s an educated prediction based on the general voiced reception of Final Fantasy in general and FF15 in particular, in the West and the lackluster sales performance of most games with clear Japanese aestetics in general on PS4 and Xboxone. The main character basically is Sasuke from Naruto. It also doesn´t help that FF related products haven´t performed well in the West after FF13 and that´s a long time ago.
But I love how a really likely prediction was worth to you calling out, while the argument that can be basically reduced to "Japan doesn´t count" with an imo unrealistic optimism for western sales gets a free pass.
