Every mainline FF has been selling less than the one before it in Japan, if I'm not mistaken. So that is not unexpected to be honest. SE need to keep the hype going with big marketing campaign, TGS, and Kingsglive so XV wouldn't suffer from a huge decline. There is also the digital sales and pre-orders which is bigger than ever. XV is going to sell less than XIII but COMG doesn't reveal the whole picture.
