judging by the Dragon quests and Yakuza's numbers it seems that japanese audience will not jump on the next gen unless they have to.Sony needs to start cockblocking PS3 in japan asap....

There's no need. It's more profitable this way. It's selling fine even with the Ps3 living on. These people will upgrade eventually in 2 or 3 years.
