Kamen Rider.  Last one sold 125k FW, so certainly not insubstantial.

But if you were talking about hardware, fair enough.  I don't think Freedom Wars will move very much hardware though, but I still think it's a 'big' game.

Do you think 250k LTD would be a flop?  300k?  How about first week sales? 

You've got to give it some context otherwise it's pointless saying that.  I could say that I don't think Mario Kart 8 will sell well, but if I didn't say any more than that then it wouldn't mean much.

I think it will sell in line with other "hunting" games on Vita (i.e. Soul Sacrifice ~ 220k; Toukiden ~ 250k) and that'll be just fine for the game it is.

Remember, according to the tracking here only 3 other Vita games have cracked 250k LTD - God Eater 2; Persona 4 Golden & Final Fantasy X/X2 HD.  All 3 of those are established IP's which have migrated from other consoles.  None of them are really exclusives.

Freedom Wars could do it by virtue of being an exclusive, but I don't think "because it's a first party game" is reason enough to expect it to do what few other games have done.
