It is a fan made patch made by serious Tales fans who've supposedly got tired of not getting english versions of a lot of Tales Of games lol
it's just been taking them so damn long to finish it. I guess they are trying their best to make sure that everything comes out 100% perfect
I wouldn't even be able to play the 360 version of the game if i had it because there is so much new content in the PS3 version of Vesperia. I remember a guy on youtube talking about all the new content and it was litterally like Vesperia was a completely new game on PS3 with all that extra content. New characters, Dungeons, enemies, Bosses, Artes, more voice acting/dialoge, revamped towns etc
I can't find his video anymore but here is a supposed official detailed list of everything that is new in the PS3 version
* Full voice acting
* Tie-ins with Tales of Vesperia: The First Strike
* New playable character (Patty Fleur)
* Flynn as a fully customizable, playable character
* Repede and Flynn as selectable on-screen avatars
* New mini-games (Racing mini-game for Repede)

* Remodeled towns
* New dungeons
* New bosses (including the Sword Dancer, Don Whitehorse, and Clint/Tison/Nan)

I heard Xillia is by far the best in the series.
So start with that I guess Vesperia was ok for me nothing special.

You'd think that by putting all that into the game, they could localise the PS3 version and release a patch for the 360 to include everything. But no, screw consumers. They work against logic D:

lol I feel your pain but they only did it because it released on the Xbox 1st
Earlier this gen, M$ went to a lot of devs and got them to release their games either fully exclusive, 3 months earlier, 6 months earlier, or 12 months earlier than any other version(basically ps3) of that specific game. This part is just my speculations but i feel that after a while, Sony implemented some kind of system/rule that was basically like "If the PlayStation version is not able to be released on the same date as the other versions then it is only right that the PlayStation version shall receive exclusive content that can only be found on PlayStation. If not then we don't want it on our system". This is pretty much why all the JRPGs that released 1st on 360 ended up arriving on PS3 with exclusive content.
Enchanted Arms was released on 360 1st then came to ps3 with exclusive content
Eternal Sonata was released on 360 1st then came to ps3 with exclusive content
Star Ocean 4 was released on 360 1st then came to ps3 with exclusive content(this was by far the wackest exclusive content i've ever seen because they only really added Japanese voice acting in the PS3 version)
Tales Of Graces was released on Wii then came to ps3 with exclusive content
Ni No Kuni was released on 3ds then it was brought to PS3 totally revamped
this is also why i think The Last Remnant never came to ps3. Square didn't want to make that new content since the game was already technically bad on 360. So they just pretty much cancelled the PS3 version

I don't know about your theory, but The Last Remnant is not a valid example. The PC version was vastly superior to the 360's, and it added lots of things.
And anyway, even if they don't release a patch, why not localizing it?
