I don't know wether such techniques already exist for commercial purposes to completely scan a car,but as soon as this is possible the development time would be reduced extremly.

To program one single premium gt car a developer needs 3-6 month.With scanning and directly converting the data into a virtual ps4 car  they may do this job within one day-and the virtual car will look 100% like the real car.

They do laser scan the car and take pictures of it.

Regardless, I don't think we'll see GT on PS4 for at least an year or two after launch. They still need to promote Drive Club as much as possible.
