Development costs were much less last gen than they were this gen, that's why games were $49.99 or cheaper. It's got nothing to do with who's "ruling the roost". Hell, look at Nintendo... they dominated sales this gen and new games were $49.99 or cheaper not because they were the sales leader for most of the gen, but because Wii games cost alot less to develop than PS360 games.
