ridiculous, they gave Gearbox 5 years to develop this game, yet Gearbox rather focussed on Borderlands and outsourced Aliens to several other devs and when they finally felt they could work at it themselves after Borderlands 2 shipped it was a mess
while SEGA definitely often is to blame, this time is not one of these cases

No. SEGA allowed GBX to continually ignore responsibility to this game in order to put other titles in its place. When SEGA realized shit was not getting done why didnt they put their foot down? This game was 6 years in the making not because it had to be but was result of SEGA letting do other shit. Lets not even bring up SEGA's non existent quality control.
Ppl will only do what they are allowed to do. GBX was allowed not focus on Aliens. They were allowed not to make the game.

SEGA can't possibly supervise what GBX is doing at all times, they might have been to naive to think a renowned developer like GBX might actually do what they are supposed to, develop what they signed up for. By the way it's not unusual that games first really come together only few month before they ship. And before Gearbox had a really nice demo to show them - the problem with that one was that it seems it wasn't real or atleast several sources said that what was shown there wasn't available with the same quality (lighting,details,scripting,AI,stages ..) in the real game, even in the PC version.
When SEGA realized there was something going wrong with the development they probably already were too invested into making this game to just stop the development right there and take a huge amount of losses with 0 returns. And that's also the reason why it actually shipped like it is now, SEGA just can't afford to not release it and developing it any further would more than likely be a waste.
