If Japan, Germany or S.Korea built nukes will there be such an outrage? History has shown that today's friend is tomorrow's enemy. This friendship can be as old as a couple hundred years old but eventually things do and will fall apart, probably most likely with shrinking resources. Leaders are aware of this. I believe this is why nukes or some super weapon will always be with us.

The problem with north korea is the country is unstable. The leadership is all over the place and incredibly hostile to a variety of different nations. You wouldn't be able to become a police officer if you had a history of threatening to kill your neighbors, would you?
The controversy over north Korea is that it hasn't shown itself as a country capable of handling that kind of power. The other countries you mentioned are considerably more stable, in fact, Germany has nuclear weapons from the US under the nato treaty, they have just never made any of their own.
