Yes they do. And if North Korea builds a nuclear arsenal you can count on Japan doing so as well. Given Japan's level of civilian enrichment and reprocessing programs, Japan could build functional nuclear weapons in a matter of months.
Japan is already moving towards a repeal of Article 9 with US support. Nobody in Asia will be happy with a remilitarized and nuclear armed Japan.

While i do think that Article 9 will go the way of the dodo (if only because it already has, basically), i really think certain elements of the Japanese polity would completely lose their shit if their country would try to make nuclear weapons. I mean, Hiroshima and Nagasaki were trying to build a 2020 Olympics bid around nuclear disarmament.
