This seems unlikely for a number of reasons. First off, the homicide rate has actually been going down... and been going down for a long time now.
Secondly, homicide rates are actually consistant with Europeon levels. If you exclude Blacks and Hispanic People.
So generally you woudln't expect it to be a big general cultural change but something that very specifically targets these groups. If it were as you would say are homicide rate would be more evenly distributed.
I'd peg it towards a sense of alientation and distrust of the authorities, legacy of past "hard" racism, and our punative jail system causing a disproportiante amount of Black and Hispanic parents to be thrown in jail. Causing families and children to essentially become disegnaged with society, school and in general joining gangs, committing crimes and the like, and feeling like they need to take care of their own buisness.
What America needs to do is find ways to reach out to the African American and Hispanic communties (and poorer white areas) and reform the police in their eyes so people don't think they can trust the police, or think that going to them is a shameful act. Instead having to solve their problems themselves, sometimes ultimatly at the point of a gun. In general a better effort needs to be made to make them feel assimilated into society.
Trust me, I know a lot of people like this, if they get beat up, or someone robs them, they don't call the police, to them that's crazy. Instead they'll jump the guy back, or steal something from them. They'll beat the shit out of each other... and then sometimes they're cool right afterwords. Othertimes it escalates into them trying to kill each other.
Essentially by bringing people together hopefully it will calm down that type of attiude and help stop gangs. Though even then we'll probably have a higher homicide rate due to mexican smugglers. (Who interestingly greatly drag up the Illegal Alien homicde rate. As lots of towns with lots of illegal aliens are actually extremly safe, because well illegal aliens don't want to be deported so they try and not commit crime if avoidable.)
The US isn't actually the only ones with this problem, it's happening in a lot of Europeon countries as they get more and more immigrants and feel excluded. A lot of these countries just haven't had the same level of ethnic diversity as the US.
