Yep, it's a Canadian thing. It's the only version of Wii being sold here.

It's cheap it wouldn't cost them anything, so why not?

It was when it launched, but now Future Shop is also selling the NSMBW bundle again (that has online).  For the difference in price the Wii Mini is an idiots buy.  If you're a collector of rare consoles it is attractive though.
