Little Mac WILL be in SSB4. He has move set potential (even if it means borrowing from other boxers from Punch-Out), is probably the most wanted retro character, is popular in the smash community, had an assist trophy, and had a game come out this gen that sold over a million copies. I'd put money on his inclusion.

Anyway.... poor Porky. Only one tales character deserves to be talked about, but the Mother series deserves a villain.

i had a theory of Little Mac being Playable from outside Japan and Takamaru as a hidden character/ and Japan has Takamaru being playable then Little Mac as a hidden Character [West and East]

I wish VGCHARTZ still had the data for Wii Punch-Out!!!, it dissapeared a while back and I can't reference it....but the Japanese know who Little Mac is, even if he isn't as popular.  He was in Captain Ranibow, after all.  

I think Takamaru is very likely, he has been pretty visible at Nintendo without having any games, even having his own Nintendoland mini-game.  I see both as default characters for some reason, if they make it.  New franchises haven't been unlockables with the exception of WTF characters like Game & Watch and R.O.B, right?  (Not counting Smash 64 since 1/3 of the roster were unlocks.)
