Licensed games are licensed to a game publisher. Thus the name. Games like this were capcom's disney games or the marvel titles. It of course  doesn't count when the publisher already owns the property. Turok and Shadowman for example are not licensed games as Acclaim owned the turok and shadowman IPs. This is also true of the Batman arkham games because Warner Brothers owns DC comics. Any warner brothers game based off of a warner brothers property like loony toons or a WB pictures movie wouldn't be licensed. Yes these are adaptions but they are not licensed.

These games often get lumped in with actual licensed games. particularly the batman games.

People often use generic terms to keep things simple. There's nothing wrong with that since everyone knows what you mean when you say it.
