The ones who don't delay: normally Rockstar, Insomniac (the king of speedy incredible games) and Naughty Dog

but with Rare do they keep delaying games or do they just come out with very few games.

Square-Enix, the thing is they dont really put a definite release date on any of their games.... ever unless they are finished.

PlayStation 4: 12-15million

Xbox One: 7-10 million

Wii U: 8-9 million (Changed 01/04/2014 from 7-9 --> 8-9 million)

That is wrong. Phantom Hourglass wasn't even announced when the DS launched.

Yeah I'd have to say Valve and Blizzard, but all their games are excellent so it's for the better.
