Esentially it's software that detects your PC hardware and optimizes the game automatically for the best performance and visual settings. Check out the video on that site for more details.
Could this type of software be implemented for next gen consoles to allow for different hardware tiers? Think of the Arcade, Pro and Elite SKU's that Xbox 360 used to have and imagine they all had different hardware specs. Different GPU's amounts of RAM, HDD and obviously much different price points... Software like this could be used to optimize the game settings according to each console version and keep the hardcore, casual and everyone in between happy and gaming.
