Incorrect, but I'm curious enough to boot up the system to check.

My friends and I played 4 player multiplayer with 4 wii remotes, and there was no mythical 5th player. You have the option when you start if you want a gamepad user or not.

Okay, that's good to know.

But I think what the OP is asking is this: "I only have a Gamepad and one Wiimote, how can I play two player mode without the Gamepad user being restricted to touchscreen help?"

That is exactly what I am saying. I have plenty of Wii Motes but it is kinda lame that two or more players turns the gamepad into a boost only.

I'll go ahead and chime in with this mentality - While playing multiplayer games that didn't use the gamepad at all, my friends and I instantly tried to figure out how to power off the gamepad to save battery while we didn't need it. Looks like you simply can't do that. I have no idea what kind of mushrooms Nintendo is smoking (and don't even get me started on the Wii import and "wii channel" shit on the Wii U).

Aside from that, though, i can't really complain about much.
