It was a shiny Sigilyph. The chances of you encountering a shiny pokemon in the wild is about 1/8000, so yes you did miss a rare pokie.

Are Shiny Pokemon rare? I go online in Pokemon games and all I see are Shiny Legendary pokemon.

There is 1 in 8192 to chances to find one, that's about 0.0122% chance. A lot of people have it online, but that's either hacks or too much free time...probably the latter.
