I agree on the second semester point you have. I'm not even going there, not here nor in the OP - even though a weak first semester in japan may hint on a weak second semester in the west (but, obviously, maybe not, so second is out of this discussion).
But the important games for the beggining of next year are all decided. They are:
1 - Announced games - as development takes time between announcement and release (soul sacrifice was announced in february and will be released in april 2013 at minimum for example)
2 - Japanese games being localized - an area Vita is lacking a lot to fill the first semester.
3 - First party - this is not the subject of the discussion here, but Sly is the only first party game in the first semester right now in the west and it lacks sales power and exclusivity. May be more, though, as there are some announced games for Vita without dates (killzone or tearaway)
Vita is doing a now or never in this holidays. I think that's great - I commend Sony (only Sony West, though) all chances I have about this. But either if that's turn out good, the momentum will be lost as it'll be 6 months without a single real "Vita" game.
