To the topic though, I'd say I agree with Jay. The onus is on Sony to be able to pull down good numbers for the Vita so that Third Parties will think it was a worthwhile gambit to make games for it. Sony's wish for a number of unique games not available on other consoles is likely a bit of a strain on them, because they're caught between a rock and a hard place. Unique content becomes a 'if this doesn't do well, we might not exist a month after this releases' problem for a lot of companies. And the Vita isn't like other platforms, because the depth of graphics on the Vita (console level) requires more resources (graphic artists and such) than something for mobile or the 3DS. So, you've got a handheld console, with games that require resources closer to the level of care needed to for a PS3/360 experience, which has only a few million units sold (assuming VGC's numbers are accurate) total over the nine months that it's been out in NA and Europe and the almost 11 months that it's been released in Japan.
It's not a puzzle as to why the Third Party stuff is a little light right now. I personally believe that Third Party groups are nervous as hell right now and are going to be cautious with their 2013 releases until they see an expanded userbase. Simply put, Sony needs to expand the totals a really good amount or, business wise, they're going to find that multiplats and First Party are all they'll get.
