It actually isn't, if you mean in the "oh this is just a front for prostitution" sense. The Japanese tend to keep these things on the up-and-up. They already have a business type that's a prostitution front anyway, called "Soaplands."

The more disciplined and intelligent a country is, the weirder the stuff that's going to come out of the seedier parts of the culture. Japan has an entire subset of seedy things, really. Porn and panty vending machines for instance. Hell, Nintendo owned their own Love Hotel chain for a while.

Fascinating, when you think about it, really.
