I haven't really been paying attention to this game ( kinda due to the ridiculous name) but this news piqued my interest. I actually really like the art style and the concept art looks beautiful.

Love the concept art. But how they put those characters in there is beyond me.

Silicon Studio that made 3D Dot Game Heroes is working on this game (along with Square).

I think they are to blame/thank for the old school style of the game and it perfectly fits a handheld if you ask me.

What huge JRPG franchises are being debuted on consoles?

None are lately because publishers/developers are too dumb to see the potential of consoles but all current big franchises started on consoles (FF, DQ, Persona, Kingdom Hearts, Tales, Star Ocean, Fire Emblem, etc.).
