The 10 for 1 comment was a hypotetical question asked during one of the Republican Primaries and has NEVER represented washington Politics.
The closest Obama ever got was a proposed 4-1... in which the Republicans would agree to the debt limit increase and tax raises first... and then Obama and them would create spending cuts later. (Or close to that anyway... maybe 3 to 1.)
The Republcians said "Sure but only if the spending cuts and tax raises are passed at the same time and we get the cuts on paper."
Because well, it's common sense. Since Obama could just... not agree to cut anything or do whatever he wanted once he got what he wanted.
Obama never got back to them saying there wasn't time to create a plan... which i could buy... accept... the debt ceiling passed... and Obama still hasn't outlined any cuts or reforms he'd agree to... once again insisiting on a unilateral tax increase with no actual cuts.
Nor a plan to just prevent cuts from being replaced by new spending by the way. Which is generally why fiscal conservatives tend to be wary of "Cuts for tax raises" deals.
At the end of the day... generally the cuts never happen... as politcians see the cuts as funds that can just be reapplied elsewhere.
No point in convincing your partner with something to cut their videogame budget if they are just going to increase their movie budget by the same amount.
