At least he doesn't say it's bad, he's just saying he doesn't understand it, probably because it is something completely different from XBL and PSN, which is something really interesting and exciting!

While he did say the netcode was strong. So we know that they have what they need to get the game up and running on the network. The problem comes in since the network isn't active yet they don't know how its going to interact with the players/game/etc beyond theory and what they know from the 3DS since they will be using the same servers for the WiiU as the 3DS. And the 3DS is going to get an update (hopefully soon) to integrate the MiiVerse. So yes no one should fully understand WiiU online because they have a little less then two months before it has to be ready.

I think the follow up question I would like answered is "What exactly is it about the system that you don't understand?"
If they don't understand how to integrate the Miiverse functionality in a way that is meaningful to the end user I would say that is expected at this point in time; on the other hand if they don't understand how to integrate their game with Nintendo's network that would be quite troublesome.
Personally, I'm willing to bet at this point in time that (since Nintendo decided to do something other than matchmaking and friends lists) it is confusion about how to use the systems well; and this will probably be something that developers get a better grasp of over time as more and more developers implement interesting features.
