The name of the title and it's overall theme seems promising. The setting seems way better than L.A. Noir which I never played because of the American 50's setting.

Bingo. By the late 30s, even before the war, the Japanese already had a fair foothold in the city, and the Communists were long gone up to Shaanxi province.
