maybe they just are trying to make a buck and not a game

Keep in mind, nobody goes through and designs the whole freaking game on their own anymore, it's all done as a puzzle and put together at the end.
Imagine trying to paint a puzzles picture while all the pieces are apart. then you put it together and hope the picture lines up to something that looks nice. that's basically what game development is.
Oh yeah, and every 5 - 20 pieces is painted by a completely different person.

Maybe they all live a lie. They are so into the marketing of their own game that they actually themselves believe in all the bragging and false marketing that they are producing. Think of it as a system similar to early Soviet agricultural studies. :D

You can't talk about a developer like it's some guy that's like "alright I think this is a good game, I made this game and will sell it, my name is dave, I'm the developer!"
the "developer" is a huge company often times, or at least a studio made of many people. These people need something called "currency" in order to purchase food and clothing. Food, clothing, shelter and jobs trump quality 99% of the time. Even if a game is bad, they still need to sell it to make a buck. And 80% of gamers never even read reviews. A large chunk of that 80% can't tell a mediocre game from a good game.
