Interesting response from the community considering that Sony made the exact same announcement last year in regards to the GDC, and the keynote Phil Harrison delivered. Nintendo would do the same also. Having the keynote at the GDC is something any console manufacture would want to advertise. No sorry fanatics any company would brag about this, and if you think it is in bad taste then all of the big three are guilty as sin. They all do it, and they have all done it.
That said you should expect serious announcements from Microsoft. Not merely due to the long hiatus of riveting developments, but explicitly because they are in a prominent position at this years GDC. I would expect Microsoft to match last years performance by Sony, or even surpass it, and honestly Sony really walked away with the GDC last year.
I would expect Microsoft to announce half a dozen first party exclusives, or development funded exclusives. I would also expect that might announce that they have secured some critical third party exclusives. A couple old franchises making the rounds this year, and possibly a certain peripheral manufacturer having been acquired.

That also won't happen, except this time, it's because logically, they won't compete against a game that hasn't come out yet (because I would think that they'd rather gauge response to it first). Though it wouldn't surprise me later on if they did, it just wouldn't be some huge announcement.

I don't see why all the Sony fanboys are making a fuss about this, all game companies do it. I'm pretty sure Nintendo did it before E3 last year, and like Dodece says, Sony did it before GDC. It's called building suspense (all though MS doesn't know how to do that aside from Halo...)
I'd say it's either a 3rd party exclusive or a PS3's exclusive going multiplatform (I know the big one people are thinking about is MGS4, but I doubt that'll be it and not because Konami said it wouldn't, because we all know that game companies are notorious for going back on their word).
Or it could be the big thing they were going to announce at CES...
