Your own assumptions are hardly any more valid then the movie industries. The truth is technological development cannot be extrapolated forward, and it is a dangerous mindset to assume development is infinite. Every technology in our own past has run into fundamental hard limits. Points where the technology couldn't be perfected further. In truth this thinking is only in regards to our current development. We assume with our current advances that this big party of ours cannot come to an end. There isn't any reason to expect that the information age should be in any way different from any other previous age.
The Space Age being a fairly recent example. We made great strides initially, but rocketry has hard limits. We have basically spent half a century in low Earth orbit, and really pushed our luck going to the Moon. Under your logic we should at least be colonizing one of the planets near to us right now. There just isn't any justification for us to believe that there aren't limits. After all we found the limits of Stone, Bronze, and Iron. So sure the Aliens could be a thousand years further along then us, but that may end up just being half a century ahead of us at the pace we are going. They could be at the limit, and that limit may not be as spectacular as you imagine.
Hey faster then light may just not be possible, and using lasers as weapons may be impractical. I have said it in a number of other threads, but if Aliens show up on our doorstep tomorrow. Chances are they weren't looking for a fight, and probably don't have the fire power to overwhelm a entire planets population. They probably set out thousands of years in the past. When this planet read as nobody was home, and while they would be disappointed to see no vacancy on the door. They wouldn't have come armed to the teeth. Which would be fairly futile in any case, because you don't want the locals to salt their world out of spite.
Besides any Alien race running around stealing planets couldn't possibly be that much more advanced then we are right now. The only reason to steal planets is if you cannot manage your resources, your society, or develop any of the billions of barren worlds out there into a custom tailored copy of your home world. If we as humans are entertaining doing this with Mars. How fucking dumb do the Aliens have to be to have not done something that would be so much more practical.

You did not get what i was saying, IF THE ALIENS MADE IT HERE, THEN THERE ADVANCEMENTS ARE THAT FAR ADVANCED OR THEY WOULDN'T HAVE MADE IT HERE IN THE FIRST PLACE. YOU CLEARLY DON'T UNDERSTAND HOW MUCH TECH WE WOULD NEED TO GET TO OUR NEAREST STAR, LET ALONE FURTHER. YouR assumptions are made up out of human knowledge of nothing. Have you even listened to physicist about what it would take to traveL to there nearest star, apperently not. You have no clue why aliens would want to come or why. Maybe we are in there way for some reason unknown. You couldn't possible understand there intentions or there reasoning. One thing we do know is that space is massive and to travel that far, you could shit on our tech or they wouldnt even make it here. peace.

California has not. They do have medical marijuana, but taxes is not allways payed on that, and if it is its paid as a normal sort of income rate or business tax not a weed tax. A lot of the marijuana is still sold illegaly and they get nothing from homegrowers. The law that passed for medical marijuana use didn't have provisons for any sort of tax for it. What seems to happens is "Medical" dispensaries open up and if a city does not agree with them they take them to court to shut them down or give them a fine for daily operation (was a place around here that paid a 1,000 dollars a day to stay open, shut down now though). I wouldn't look to CA for the answer. I think there are other states that do it better right now.

I'm not talking about for medical reasons. They have found a way to generate billions for the state if it were legalised. The state wants it to be legalised, because it needs the money, they just haven't convinced enough of the general public yet.
