It was announced several weeks ago.  Maybe even a month ago that IGN content would be expanding with its own app.  As well, it was announced a few days after that all Inside Xbox content production would cease in the US.  About two weeks after, the same was announced in the UK, but no plans on replacing it were announced there.

Yeah, they always had IGN strategize and stuff.  Now they've got full fledged IGN--every video that IGN has is available to view instantly on XBL.  Well, maybe not every video but there's a ton of stuff there, even stuff on the Wii U and Playstation.  A LOT of stuff on Playstation.

My Live section on the IGN app is just producing a spinning symbol does anyone know why?

Yeah im in N. America. I tried your suggestion with no luck.

There is still Major Nelson, just no Inside Xbox team, anywhere.  So no videos.

Andy and Dan have a new project going related to gaming.  If you follow them on Twitter  you'll be able to keep track of that if you want.

Try deleting the cache.
