No I think there's a very good chance this will be released overseas, all those characters belong to either Capcom, Namco or Sega I believe and all of them have localisations going in the west, heck their game sales are massive over here. So they have incentive to bring the game over here.
The reason why Jump Ultimate Stars never made it was a completely different scenario altogether. That game had characters from mangas/anime that never got localised in the West. Japan had Jump magazine that could license all those characters from the authors that published in their magazine, but the West has no such magazine that publishes all those series, but rather individual publishers that license them separately. So it would be a real pain for the game publisher to get each of the licenses separately. But Capcom, Namo and Sega all are big name publishers over here, so I see a bright future. Region lock still sucks though, Jump was simple crazy.
