Simply not going to happen by the end of the gen as described by our consistently unreliable predictor the OP. Now if Sony can keep the PS3 on life support past the debut of the new consoles it is possible, but I don't think the PS3 has as much of a homerun back catalog (volume and range) as the PS2 did/does to drive those sales. Don't get me wrong PS3 has some great exclusives, and will still sell to some extent for a while.
But if PS3 owners end up being PS4 early adopters they will shun the "ugly" last gen games that would fuel a prolonged life for PS3. Part of the reason PS2 has been a monster was that it had a huge casual base, and some lengthy hardcore support. Other than PC owners PS3 folk seem the most graphics obsessed, which bodes poorly for maintaining interest in the PS3 hardware come the number 4. And on the casual front Move has been successful but not game changing. This gen is winding down as it should, and Sony lacks the resources or profit motive to push the PS3 much past 2014.
The developing word is a factor, but that slow trickle isn't going to make or break anybody once new gen hits.
