This was also on a thread on the Serebii forums. I saw it last night. I HOPE it's a patch that's given out on Wi-Fi that will let you find wild Tangela and Tropius in-game; for some reason, GameFreak left Tangela and Tropius out of Diamond and Pearl, and Tangela has an evolution too. When someone did hack the game, though, they found that Tangela are supposed to appear in a swarm on top of Mt. Coronet and Tropius are also to appear the the Great Marsh Safari Zone game.

God damnit. The secret, or so it is said on various Pokemon websites, is that the new 'surprise' is only the rare weather effect called Diamond Dust (sparkling snow) in the route outside Snowpoint City.
