So it is not a cash-in game, but something with a 2 year development cycle from staff responsible for PGR and DiRT / GRID. Add a Turn10 graphic engine and things start to look really great

Early 2010 the studio was founded I believe, so just under a 3 year dev time.

Still not got around to playing Forza 4 yet....

I'm guessing this could be an arcade game like Hot Pursuit or something?

It is very hard to find the right employees, so add at least 6 months of recruitment I would say.
