I agree 90%, the other 10% is that the statement should be directed at the industry as a whole, not just Nintendo. Tons of devs and publishers have a horrible time with localization and simply take forever in doing so.
edit: There is also something to be said for stockpiling, they might be waiting on launch so they can at least attempt to meet demand and probably ship an assload of Wiis to go with it.
