To those complaining about hardware score, you do need to understand that 3DS set the standard. It launched at $250 and for that price you got the following.

For PSVita you pay $250 at launch and you get:
2 Analog Sticks
Multitouch Capacitive Touchscreen on front
Multitouch Touchpad on Back

4 Face Buttons
D-Pad
Much more advanced graphical capabilities
Fully featured Online complete with trophies and cross game chatting (Nintendo didn't even launch with the E-Shop and/or Web browser).
Regardless of what some may think, when it comes to the kinds of games that can be played, there isn't much that puts them both at the point where one could say the 3DS is on par capability wise when pitted against the Vita.
Now people use backwards compatibility as an arguing point and yes that could be valid, but while it lacks a UMD ( which if anyone here remembers, it was a HUGE complaints amongst gamers with the PSP, only to now be used as a con for the Vita...), it still has backwards compatibility, even if people try to spin it to make it seem as if it doesn't. Regardless though, this is a review on hardware, not games software and Vita is no doubt a much more feature packed device then the 3DS and rightfully so recieves a higher score.
If you want to go software route though eventually Vita owners will argue that their handheld can wirelessly stream gaming from the big boy console, which is something the 3DS is incapable of doing, not to mention at launch it has a bigger lineup, not just retail, but also digital in regards to the Vita PSN shop.
3DS got a 7.5 by the way, not to mention it came to market lacking it's E-Shop, Web browser and DSiWare transfers. I guess we all forget about how it launched missing key features.
