Liking a character or not is very subjective. I am sometimes amazed at people's tastes, and this is one of such cases. Even more so if I don't just don't like them. I sincerely hate both Yozora and Sena for having pushy, manipulative and self-centric personalities. All the more when it seems that authors can excuse any sort of personality with enough service (another example: Kotori from Date A Live).
As for plot or lack thereof: making it into such heavily episodic format is bad. When you have a show/series about such characters, the first thing you'd expect would be some character development, as this is - technically - the goal of Neighbours' Club, but instead you get series of "gags" based on all the characters displaying their one main negative trait over and over again. Unless I did miss the purpose of this show, which was supposed to just make fun of socially awkward people instead of showing how they find friendship at least among themselves.
Regarding Rika: by no means she's an all-knowing entity, but I'm still inclined to believe she was the only one to take notice, since only she took any action - as the other main two were too busy caring just for themselves or attempting to progress their relationship with Kodaka by taking no action at all.
Plus there's also an issue of how much each character is a source of their own problems and how much they are a victim. This series seems to be putting an equality sign between the status of Sena and, say, Maria, despite their own contribution to their current situation. And this is yet another problem I have with Haganai.
