Liking a character or not is very subjective. I am sometimes amazed at people's tastes, and this is one of such cases. Even more so if I don't just don't like them. I sincerely hate both Yozora and Sena for having pushy, manipulative and self-centric personalities. All the more when it seems that authors can excuse any sort of personality with enough service (another example: Kotori from Date A Live).
As for plot or lack thereof: making it into such heavily episodic format is bad. When you have a show/series about such characters, the first thing you'd expect would be some character development, as this is - technically - the goal of Neighbours' Club, but instead you get series of "gags" based on all the characters displaying their one main negative trait over and over again. Unless I did miss the purpose of this show, which was supposed to just make fun of socially awkward people instead of showing how they find friendship at least among themselves.
Regarding Rika: by no means she's an all-knowing entity, but I'm still inclined to believe she was the only one to take notice, since only she took any action - as the other main two were too busy caring just for themselves or attempting to progress their relationship with Kodaka by taking no action at all.
Plus there's also an issue of how much each character is a source of their own problems and how much they are a victim. This series seems to be putting an equality sign between the status of Sena and, say, Maria, despite their own contribution to their current situation. And this is yet another problem I have with Haganai.

lolwut. Both characters got tons of development. In fact, I'd say that Haganai did better than most in terms of developing their cast which is funny because of the nature of the show. Our perceptions are very different if you think only Rika noticed and I don't understand how you can think that the goal of the two was to progress their relationship (and taking no action considering how straightforward and non-traditional Sena is as a love interest). If anything, Sena was far more about making friends with everyone (it's quite obvious that she loved the time she spent with Yozora even if Yozora treated her badly) and Yozora was trying to recreate the times she had in the past.

I also don't quite understand the bolded. Can you expand on it a bit? I've never thought the series puts an 'equality sign' on anyone.

I beg to differ about any character development happening early in the series. After eight volumes, Yozora is still pushy and manipulative, Yukimura is still nearly without personality or presence, not to mention Maria or Kobato. Sena is still egoistic and spoiled to the limits, though she might have changed a little seeing what she did in Maria's defence. Kodaka was revealed to be not as dull as it might seem, Rika hardly changed too. They put themselves into a stagnating environment, perfectly content with their current situation where a change is the last thing they actually desire, at least some of them. The only impulses that caused change were after the school festival with Rika and Sena's confession that pushed Kodaka into a corner.
Compare and contrast with Cross†Channel, which also has characters with defective personalities (but often not as blatant as in Haganai), who often clash with each other, and yet it does manage to provide some character development at least to some of them

I might have been mistaken about Sena - she showed little to no interest in Kodaka early on, she reveals her disturbingly masochistic nature with her obsession with Yozora and she uses her father to help Maria, but from Yozora I have only seen her vent her frustration from Kodaka not noticing her 'advances' or anything. Though there wasn't much of it either.
Ad Yozora trying to regain her past: more like she was stuck in her past. After such long time I would have expected to see some kind of backstory explaining her social awkwardness, why has she become so isolated beside being stuck remembering Kodaka. This also doesn't explain why she didn't say anything to him if she did recognize her on the spot, expecting him to immediately connect one of many girls in his new class to a boy he met ten (or so) years ago.

Ad bolded part: this is just my personal impression coming from grouping together characters like Sena, who is just a hopelessly spoiled brat, and Rika, whose social incompatibility comes from something else entirely. It seems to me that they are treated about the same.

I'm seriously enjoying Hataraku Maou-sama!. It seems like a funny Maoyuu. It's certainly a contender for best anime this season though their are a few strong competitors like Devil Survivor 2 and Attack on Titan

I'm about to start up Hataraku. Heard a lot of good things. I've only seen Shingeki no Kyojin which was great.
