All I can tell you is that whenever I play the 3DS the wifi, 3D, and volume are always on. I tried to do a battery test with everything on and brightness at 4 but I got bored pretty quickly. What I found out was that the 3DS lasts about 1 hour 25 mins or so each bar, which comes out to above 5 hours. (I think.)

The Legend of Zelda Ocarina of Time 3D.
It doesn't really give you a good idea as the OP suggest as on medium settings for both consoles in many tests the Vita far out lasts the 3DS. And on Full settings the 3DS is really bad in comparison.
I live in Italy, sometimes I go in Paris, in France, for bussiness. Turin-Paris = 6 hours.

I don't think 3D really effects battery power since it really is a display thing that doesn't utilize anything extra.
On any console, power usage also depends on the games you play. Lower end 3DS games can last in the 8-10 hour range. Higher end games (Mario Kart in a 6-8 player local multiplayer match) much much shorter.
