They've made actual changes to the Kinect hardware in order to accommodate this, so they literally can't add it to the 360 one via firmware.

This!
Near Mode is 40-50cm or 15-20" from the Kinect. Ideal for when you're sitting or standing in front of a small display (i.e. an ATM) but not ideal when you're trying to play a game on 50" LCD TV.
At best what you can hope for with Kinect 2 is that Microsoft includes an variable focus depth, wide-angle lens.

well Kinect for Windows is not for PC gamers,it's for commercial use and it's $249

Yup, not for gaming. Apparently is for "innovation" or something. Which is reasonable enough i guess.
