Well random matchups will always lead to random fairness levels. There's always the eventual cheater trying to pick up Wuhu Mountain Loop for the glitch, but those seldomly get picked if all other 7 players pick other tracks. 

I got lucky, on three races I managed to get my pick (one of the new tracks and two classic tracks) which I completely dominate (It's funny playing on the SNES tracks, hardly anyone knows how to race on them properly xD). 

Then there's the VGC community room, which is guaranteed to have fair races

It's even worse when it's last corner blue shells... My 3DS almost came close to flying when on 150cc a blue shell destroyed my perfect three star run on the last corner of SNES Rainbow Road
