The only thing that matters is whether you think his riddling is scummy or not.

I personally think it's quite obvious what he's talking about (if you disregard the weather entirely). The question is why is he hinting at a role, why is he asking for claims, etc. I don't think he's going to answer you about the weather anyway, so your question is ultimately useless, and seems a bit scummy tbh.
