I don't believe there was ever any real confirmation as to whether the Vita would be region locked or not, but Shuhei Yoshida confirmed via Twitter that it will be region FREE. He responded to a question from someone on Twitter as to whether the Vita will be region free, to which he said "Yes, it is."

yeah, about yoshida, when this guy speaks, he doesn't feel like president and all, you know the greedy "i'm too good for this" type of guy, he's just down to earth type of guy.

I don't remember there being any official statement saying it would be region free. All the talk of it from E3 was just a guess from the one representative, as it was according to his knowledge. Now there is official confirmation from Yoshida.
