Achievements:
-Like some have already stated, use them as currency to unlock special items from a virtual store. Wallpapers, Avatar items, gamer pics, music tracks, cheat codes, etc. The unlockables should be expensive (around 800pts each) to encourage people to go for the tougher ones and to buy more games.
-They should carry over to the next gen. Xbox 360 games played on next gen's Xbox should be worth less than an Xbox 3 game. Consider 360 Achievements as gold and Xbox 3 games as platinum points. Certain things can only be purchased with platinum points (to keep the field level for newcomers).
-Leaderboards between you and your friends should have their own page on the dashboard. When a friend unlocks something, it should be viewable on some sort of real time news feed on the bottom of your dashboard (along with info of who's playing a game for the first time and who just beat a game). Make it really competitive and show avatars and everything!
-This is already available in some games, but make it universal: when an achievement is close to being unlocked (ie: kill 70 baddies) let us know when we're 25%, 50%, and 75% near our goal. Give the option to turn this off to those who like to be surprised by their Achievements.
-Remember when you first got your PS2 and turned it on and there were only a couple of objects on the screen, but as time passed and you played more games, the power on screen showed more and more objects? Rip this off but make it related to Achievements. The more Achievements you get, the more awesome your system start-up screen (in fact, how about a different start up screen for every 1000 points?).
Oh, and a calendar like the one on the Wii Message Board that shows who on your friends listed unlocked which Achievement on which day would be cool, too. The date/time thing would encourage people to play online and maybe letting them post a pic of themselves instead of an avatar would promote sales of Kinect or Xbox Live Vision cameras. It could be like a nerdy Facebook where you had to earn an achievements to update your status.

I really,really like this idea..kudos!
i would like for them to have this current gens transfer over maybe in a separate folder or something
get rid of some of the ones that are online and others that are ridiculously time consuming

This and your first post could make me actually interested in this stuff. I only own nintendo consoles and I've been satisfied with the calendar and in-game achievements some games have. I wouldn't care for a unified achievements system unless it was this loaded with features to the point of becoming a game-achievements facebook. In fact, I want this to be a third party app that one can downlaod on any console, so that I can view cross-console achievements and have a cross-console friends list. OK, time to scam a friend into sponsoring me and I'll be the Zuckerberg of THE GAMEBOOK APP! Mwuahhaha!
