Well it has never received a solid release date so it can never be the "most delayed game". But I think this game will be out in 2013 in Japan and either late 2013 or early 2014 for the rest.
The more time this game takes, the more expectations people will have which equals more chance of fail!!

I voted for 2013 because I don't live in Japan. But I suppose it could have a 2012 release in Japan. Still, it's been awfully quiet so I don't think it's going to be released before 2012, probably late 2012, and western releases will probably take a few months after that. Also, for some reason I can't see a Final Fantasy game releasing for Christmas in the west.
