I was mainly downvoting Kefka because of the early lead which it looks like others also did pushing him back down. Not a Final Fantasy fan, but at least he is crazy and unique char from what I have heard about him ... deserves to be in top 50 I would say to have some representation for the series.

Kane, on the other hand, has to be one of the most enigmatic and fascinating villains ever to grace a videogame, and, unlike every other villain in the list as far as I know, he was actually given much more life and gravitas thanks to Joseph Kucan's live action performance as opposed to just voice acting or dialogue boxes. Hell, they even named the Tiberium Wars special edition the "Kane" edition ... probably because he was the only thing good about the franchise after Westwood closed.
